What is the best way to wire up the headlights when i dont have any of the origional wiring left bc the previous owner took it out.

for knowledge I bought a 89 rx7 that has a 15% done engine swap 355 SBC.

That could be quite a task, but it's certainly do-able.

You'll need the factory wiring diagrams, and you can use standard Bosch style relays and sockets to replace the missing relay box.
The headlight motors work similar to a windshield wiper motor, with internal contacts actuated by a cam to stop them at the correct position.
The biggest difference is they have two contacts to stop them when open and closed.
