Hello please can someone give me a quick answer. I know the pin out and colour from ecu for rev counter but at what location on ls1 1999 engine does the ecu take the signal?

The pcm tach output is calculated from the cam position  sensor input. If the camcam position  sensor was missing/miswired  your engine wouldn't run. I doubt that's your problem.
