Not sure about that, you need all the emissions equip from the donor car.  Depending on engine setup and having a cat, you may be able to beat the sniffer test, but you will fail a visual inspection.  I lucked out with my new 2jz swapped lexus daily in that they couldn't connect on the obd II so they just passed it anyway.  Best bet for an LS FD in maricopa/pima county is collectable car insurance or registering it at an address that is out of the smog jurisdiction.  Collectible car insurance lets you do stated value as well, since I have a worked over ls7 going in, it is nice.  Just depends on how much you like to gamble.

What wiring help do you need? I'm scheduled to be there for a few days the week of the 14th.  I've done a couple of DC, CA and Canada (along with others, but those are the strictest emissions requirement areas i've done) emissions legal cars. Not that hard, just time consuming....

FC/FD plug and play wiring harnesses, LSx swap AC systems, LSx swap power steering lines.

Hey Pez since the date I posted this Ive actually figured it out for the most part. I have a wiring harness that came with my motor that someone butchered so I sorted it all out as for now.
