like the title asks, do they make a smaller diameter harmonic balancer?
If I can get one, I can make my motor fit finally. If not, I need to drop the steering
or run the motor higher up about 1"

Yes, they definitely do.
Underdrive pulleys are smaller.

Personally I ponied up for an ATI
I use the Y body (vette) 25% underdrive without AC
I use that because the Y body is tightest to the engine, and the underdrive to give me plenty of room for my turbo drain on the front cover
