The female Officer performed what is known a sympathetic fire. Without going into too much detail its when one person perceives a threat, hears the gun fire and starts firing as well. She was alittle late to the trigger but it is what it is.
Blake, I think your being a little harsh on the cops. Their brains work just like everyone else's concerning perception and reaction time which is approx. 1.5 seconds The courts have recognized this and given LEO's an approx. 2 seconds to switch from defense mode to another appropriate mode such as apprehension mode possibly
As far as not searching the guy until he was outside. Imagine if he would've reached for the gun in his waistband as the Officer went to search him in that tiny bathroom. Bullets easily travel through walls. Arrests are usually made outside just in case theirs a fight or what have you. They don't want to disturb the patrons if things go south which they did.
Unless you've ever been shot at you simply just don't know. The "Don't judge until you've walked a mile in my shoes" analogy comes to mind.
